Homer has successfully litigated cases in both state and federal courts. He has also participated in the District Court for the Western District of Pennsylvania mandatory Alternative Dispute Resolution program where he has been successful in resolving employment related complaints.
The Federal Bar Association has certified Homer as a Mediator, particularly in the area of labor and employment.
Homer also represents both public and private employers with unionized workforces. He counsels his clients regarding the administering of disciplinary actions, drafting of Loudermill hearing letters, attendance at Loudermill hearings, as well as, providing representation of his clients at labor arbitration hearings and appeals to the Court of Common Pleas.
In addition to presenting seminars on various employment related issues, Homer also provides training to his clients’ management staff regarding hiring, firing, preparing performance evaluations, drafting performance improvement plans, documenting and administering discipline.
Homer also prepares and reviews Employee Handbooks that are an essential part of every employer’s business. Homer ensures that his clients’ Employee Handbooks remain current and consistent with applicable laws.
Homer’s practice also includes representing clients at unemployment compensation hearings before unemployment compensation referees as well as representation on appeal before the Unemployment Compensation Board of Review and the Commonwealth Court of Pennsylvania.
Prior to joining the firm, Homer was a manager at United Parcel Service where he spent 21 years gaining practical experience in resolving employment and labor-related issues. He was responsible for resolution of labor disputes at the local level and participated in panel and arbitration hearings. Homer’s practical experience in a labor-intensive environment combined with his legal knowledge enables him to resolve employment disputes using strong legal analysis combined with creative ideas and techniques.
