J. Kent Culley
Kent focuses his practice on corporate law, primarily in the health care field representing:
- Health care providers
- Health joint ventures

- Closely held corporations
- Not-for-profit corporations

- Health foundations
Kent assists certain clients in government relations issues and lobbying activities.
He concentrates on corporate planning and structuring in the health care field including HIPAA and Medicare compliance, third-party insurance, and Medicare audit defense for clients.
Kent has structured more than 20 health care physical therapy rehabilitation networks throughout the United States. He negotiated and implemented service arrangements and joint ventures between hospitals and rehabilitation therapy companies. Additionally, he has been actively involved in healthcare mergers and acquisitions. Typically, these involve rehabilitation companies in the physical therapy field being acquired by similar private corporations or publicly held health corporations. Kent is experienced in representing both sellers and buyers in separate acquisition transactions; he generally represents the successor company in a merger of practices. Kent has also been engaged by law firms and companies seeking to acquire rehabilitation practices or entities to assist in due diligence work pending an acquisition.
Kent is a member of the firm’s Health Care and Government Relations Practice Groups.
Areas of Practice: Kent focuses on Corporate Health Care Law; he initially practiced in general law, including litigation, bankruptcy and creditors’ rights and spent several years as an appellate lawyer for the Allegheny County District Attorney’s Office.
Kent provides legal services for numerous physical therapy trade associations including the American Physical Therapy Association, the Federation of State Boards of Physical Therapy, and the Pennsylvania Physical Therapy Association. Kent has represented the Foundation for Physical Therapy. He represents and has represented numerous corporate, private health care practices in Alaska, California, Florida, Georgia, Illinois, Kansas, Kentucky, Massachusetts, Nebraska, New Hampshire, New Jersey, New Mexico, New York, North Carolina, Ohio, Oregon, Washington, and West Virginia. He provided legislative planning activities for 25 chapters of the American Physical Therapy Association.
Articles and Presentations: Kent has lectured and written on diverse health law topics and lectured extensively on the field of allied health including:

He has lectured on considerations for contracting and structuring of practice arrangements and risk management for numerous health care groups and allied health academic programs throughout the United States.
Honors and Awards: Kent was awarded an AV® rating in the Martindale-Hubbell Law Directory, which is the highest rating for legal ability and ethical standards awarded by this national directory of lawyers. He is included in the Best Lawyers in America® as well as being named a Pennsylvania Super Lawyer® in the Health Care Law Category. He has been awarded:

Education and Background: Kent received his Juris Doctor from the University Of Pittsburgh School Of Law and his undergraduate degree from Lafayette College.
