Frederick J. Wolfe
Frederick J. Wolfe is a
shareholder of the firm and a member of the Municipal and School Law
Practice Group. He serves as Solicitor or Special Counsel to several school
districts, municipalities and municipal authorities in Western Pennsylvania.
Fred has been involved in all areas of school law for 15 years. As a school
district solicitor, he is knowledgeable and experienced in the interpretation of
statutory, regulatory and constitutional matters as they apply to school
districts, employees and students; drafting and implementation of school board
policies; negotiation, drafting and administration of collective bargaining
agreements; all aspects of personnel and labor relations including hiring,
discipline and discharge of employees; contracting, bidding and procurement,
charter schools, special education and student discipline matters.
Fred also serves as solicitor or special labor counsel to several area
municipalities and municipal authorities, advising such clients on a wide
variety of municipal law issues, including municipal powers, duties and
obligations under the applicable statutory and regulatory authority, municipal
official liability and immunity; tax assessment appeals and tax collections,
police and law enforcement matters, eminent domain , preparation and drafting of
ordinances, resolutions, contracts; code enforcement and other related matters.
Fred routinely advises municipal and school district clients on all aspects of
labor relations and employment law, including matters pertaining to police
department employees, civil service matters and Act 600 pensions. He is also a
member of the firm's Litigation Department and has represented school districts
and municipal entities before state and federal courts, boards of arbitration,
administrative law judges and regulatory agencies.
Fred is a cum laude graduate of Washington & Jefferson College and the
University of Pittsburgh School of Law. He is a member of the Pennsylvania Bar
Association and the Allegheny County Bar Association's Civil Litigation, Labor
and Employment and School and Municipal Solicitors sections.
