Robert L. McTiernan
Robert L. McTiernan has been practicing law for more than 25 years,
primarily in the area of municipal and school law, with special emphasis on
public sector employment law. He is Solicitor for the Municipality of
Bethel Park, Scott Township, Swissvale Borough and the Pennsylvania State
Mayors’ Association. For more than 10 years, he was solicitor for the Fort
Cherry School District and has acted as labor counsel for counties,
municipalities, municipal authorities and school districts throughout
Western Pennsylvania.
Bob
has successfully represented public and private employers in both jury and
non-jury trials, including discrimination, wrongful discharge and civil rights
cases. He has handled nearly two hundred labor arbitrations and has negotiated
labor contracts with every major union representing public employees.
Mr.
McTiernan often appears before the Pennsylvania Labor Relations Board, the Equal
Employment Opportunity Commission, the Pennsylvania Human Relations Commission,
the Bureau of Employment Security, Zoning Boards and Civil Service Commissions.
He has argued many appeals before Pennsylvania appellate courts as well as the
United States Court of Appeals for the Third Circuit.
As
a solicitor and special counsel, Bob often counsels clients concerning zoning
issues, police contracts, public contract bidding, construction projects,
Sunshine Act disputes, Right-to-Know Act issues and many other areas of public
law. Bob has also served as an instructor and panelist for the Local Government
Academy and the Pennsylvania State Association of Boroughs, as well as the
Pennsylvania and Allegheny County Bar Associations concerning tax collection,
zoning and constitutional issues affecting municipalities and school districts.
As
a candidate for the Commonwealth Court of Pennsylvania in May, 1989, Bob
received a “well qualified” rating from the Pennsylvania Bar Association
Judiciary Committee and was endorsed by the Philadelphia Daily News, the
Pittsburgh Post-Gazette and the Pittsburgh Courier.
Bob, a shareholder in the firm, received his A.B., magna cum laude, from Harvard
University in 1973, and his J.D. from the University of Pittsburgh Law School in
1977. Before joining the firm, Bob served for two years as a law clerk in the
United States District Court for the Western District of Pennsylvania. He is a
member of the Pennsylvania and Allegheny County Bar Associations and their
Municipal and School Law and Employment Law Sections.
He was selected by his peers for inclusion in The Best
Lawyers in America® 2007 and 2008 in the Labor and Employment Law and Municipal Law categories.
